OMERS Retiree Group

The OMERS Retiree Group (ORG) represents the Municipal Retirees Organization Ontario (MROO), the Police Pensioners Association Ontario (PPAO), and the Ontario Retired Fire Fighters Association (ORFFA). The group, formed in 2007, nominate one member to the Ontario Municipal Employees Retirement System (OMERS) Administration Corporation Board and one member to the OMERS Sponsors Corporation Board.

The OMERS Administration Corporation (AC) is responsible for pension services and administration, investments, and plan valuation.

The OMERS Sponsors Corporation (SC) works closely and collaboratively with the Administration Corporation (AC) to represent the interests of sponsors, stakeholders, members and beneficiaries of the OMERS Pension Plans. Our overriding objective is to ensure – through informed decision-making and leading governance practices – that the OMERS Pension Plans remain affordable, meaningful and sustainable in today’s complex and fast-changing world.

SC Board of Directors ORG Representative: Scott Marks

Scott Marks Headshot

Scott Marks was appointed by the Retiree Group to the OMERS Sponsors Corporation (SC) Board effective January 11, 2022. He is Chair of the Plan Design Committee and serves as a member of the Corporate Governance Committee.

Mr. Marks was most recently (2010 to 2021) the Assistant to the General President for Canadian Operations of the International Association of Fire Fighters (IAFF), an international union representing career fire fighters in the United States and Canada, headquartered in Washington, D.C., with Canadian offices in Ottawa. In this role, among other things, Mr. Marks created and managed fire fighter involvement in the 2019 and 2021 Canadian federal elections as a registered third party, advocating for fire fighter issues in key ridings.

From 2002 to 2010, Mr. Marks was President of the Toronto Professional Fire Fighters Association (TPFFA) where he represented over 3,000 fire fighters in the City of Toronto and harmonized key contractual issues after the amalgamation. Mr. Marks was first elected to the TPFFA Executive Board in 1993, elected President in 2002 and acclaimed in 2004, 2006 and 2008.

Mr. Marks started with the Toronto Fire Services in 1981, retiring as an Acting District Chief in 2010, managing staff in several fire districts in the City of Toronto and acting as the senior officer in command of emergency responses.

Mr. Marks is a graduate of Ryerson University. He received his Bachelor of Applied Arts in Radio and Television Arts in 1977. In 2023 Mr. Marks completed the Pension Plan Administration Certificate (PPAC).

 AC Board of Directors ORG Representative: David Tsubouchi

 David Tsubouchi

David Tsubouchi was appointed to the OMERS AC Board effective January 1, 2015 on the nomination of the retiree organizations. He is Chair of the Member Services Committee and the Appeals Committee. He also serves as a member of the Governance & Risk Committee.

Mr. Tsubouchi’s governance experience includes extensive involvement as a Chair and Director with a wide variety of public sector, private sector, educational and community organizations. He has chaired or been a member of several governance and audit committees on corporate boards.

As an elected official, Mr. Tsubouchi represented the riding of Markham in the Ontario Legislature for two terms, during which he held cabinet posts including Solicitor General and Chair of Management Board. Mr. Tsubouchi also served two terms as a Councillor for the Town of Markham.

Mr. Tsubouchi holds degrees in English (York University) and law (Osgoode Hall Law School). In 2006, he received an Honourary Doctor of Laws Degree (LLD) from Assumption University in Windsor and in 2014 received an honourary Doctorate of Sacred Letters (DSLitt) from Huntington University in Sudbury. He received his C. Dir. from The Directors College, McMaster University in 2016.

Mr. Tsubouchi is the author of Gambatte: Generations of Perseverance and Politics, a Memoir, four novels in The Chinese Door series, and sci-fi novel Zeke.
